2025 年 4 月 24 日上午 10 時，國務院新聞辦公室舉行新聞發佈會。出席發佈會的有國家知識產權局局長申長雨、國家知識產權局副局長胡文輝、中央宣傳部版權管理局局長王志成、市場監管總局市場稽查專員嵇小靈，他們共同介紹了 2024 年中國知識產權強國建設的有關情況，並就記者提問進行解答。

Shen Changyu, Director of the National Intellectual Property Administration, Hu Wenhui, Deputy Director of the National Intellectual Property Administration, Wang Zhicheng, Director of the Copyright Administration Bureau of the Central Publicity Department, and Ji Xiaoling, Market Inspection Commissioner of the State Administration for Market Regulation attended the conference. They jointly introduced the relevant situation of building China into an intellectual property power in 2024 and answered questions from reporters.
過去一年，在以習近平同志為核心的黨中央領導下，各知識產權相關部門以習近平新時代中國特色社會主義思想為指引，全面貫徹黨的重要會議精神，積極落實相關決策部署，推動知識產權強國建設取得顯著進展，主要體現在以下六個方面：
In the past year, under the leadership of the Central Committee with Comrade Xi Jinping as the core, relevant intellectual property departments, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the spirit of important Party conferences. 制度保障更強 / Stronger institutional guarantee：
建立國家知識產權強國建設工作部際聯席會議制度，推進知識產權領域財政事權改革，有序修改多項法律法規，印發地理標誌統一認定制度實施方案，探索新領域知識產權保護規則。The inter - ministerial joint conference system for building China into an intellectual property power was established. The reform of financial powers in the intellectual property field was promoted. A number of laws and regulations were revised in an orderly manner. The Implementation Plan for the Unified Geographical Indication Recognition System was issued, and protection rules for new fields of intellectual property were explored.
創造質量 更高 / Higher - quality creation：
多項知識產權授權量成績亮眼，國際專利、商標申請排名領先，在世界知識產權組織發佈的報告中，我國創新指數排名提升，全球百強科技集群數量連續兩年位居世界第一。The authorization volumes of various intellectual properties were remarkable. China ranked leading in international patent and trademark applications. In the report released by the World Intellectual Property Organization, China's innovation index ranking improved, and the number of the world's top 100 science and technology clusters ranked first in the world for two consecutive years.
運用效益更好 / Better application efficiency：
專利轉化運用專項行動成效顯著，專利轉讓許可備案數量增長，企業有效發明專利產業化率提高，相關產業增加值和知識產權使用費進出口額上升。The special action for the transformation and application of patents achieved remarkable results. The number of patent transfer and license filings increased. The industrialization rate of effective invention patents of enterprises increased, and the added value of related industries and the import and export volume of intellectual property royalties rose.
保護力度更大 / Greater protection intensity：
多部門協同打擊知識產權侵權行為，查辦大量違法案件，審結眾多知識產權案件，知識產權保護社會滿意度再創新高。Multiple departments collaborated to combat intellectual property infringement. A large number of illegal cases were investigated and handled, and many intellectual property cases were adjudicated. The social satisfaction with intellectual property protection reached a new high.
服務體系更優 / Superior service system：
完成國務院營商環境創新試點知識產權相關任務，推進知識產權公共服務標準化建設，建設資料庫和服服務平台，提升服務覆蓋範圍和質量。The tasks related to intellectual property in the pilot projects for innovative business environment of the State Council were completed. The standardization construction of intellectual property public services was advanced. Databases and service platforms were built, and the coverage and quality of services were improved.
國際合作更廣 / Wider international cooperation：
成功舉辦重要國際會議，推動多項國際條約締結，深度參與多機制合作，推進地理標誌國際交流。Important international conferences were successfully held. The conclusion of a number of international treaties was promoted. China deeply participated in multi - mechanism cooperation and advanced the international exchanges of geographical indications.

在保護方面，加快推動《商標法》《集成電路布圖設計保護條例》等法律法規修改，實施知識產權保護體系建設工程，強化源頭和地理標誌保護；在運用方面，深入實施專利轉化運用專項行動，完善知識產權支撐關鍵核心技術攻關機制，發展知識產權金融，推進商標品牌建設。In terms of protection, it will accelerate the revision of laws and regulations such as the Trademark Law and the Regulations on the Protection of Layout - Designs of Integrated Circuits, implement the construction project of the intellectual property protection system, and strengthen source and geographical indication protection. 通過完善《中華人民共和國著作權法實施條例》等相關法規，加強執法監管，開展專項行動，提升著作權登記水平，規範集體管理，促進版權交易，探索版權金融等措施推動版權產業高質量發展。It will promote the high - quality development of the copyright industry by improving relevant regulations such as the Implementing Regulations of the Copyright Law of the People's Republic of China, strengthening law enforcement supervision, carrying out special actions, improving the level of copyright registration, standardizing collective management, promoting copyright transactions, and exploring copyright finance.
